Conforms the amount allowable for the Hawaii expenses for household and dependent care services necessary for the gainful employment tax credit to the credit amounts allowed in the federal tax code. Applies to taxable years beginning after 12/31/22.

Establishes that a violation of the consumer data privacy act constitutes an unfair method of competition and unfair and deceptive acts or practices in the conduct of any trade of commerce. Authorizes a person injured by a violation of the personal consumer data act to bring a civil action against a controller or processor.
Establishes within the Department of Health, a three-year Cesspool Conversion Financial Assistance Pilot Program to provide financial assistance to owners of cesspools located in the county of Maui to upgrade or convert their cesspools to a wastewater system approved by the Director of Health or connect them to a sewerage system. Requires the Department of Health to adopt rules and submit a report to the Legislature. Appropriates funds.
Requires the Office of the Auditor to conduct a comprehensive management and financial audit of the Hawaii Tourism Authority and the Department of Business, Economic Development, and Tourism, specifically relating to the Request for Proposals regarding destination brand marketing and management services to the State for the United States major market area.
Establishes ownership of any cow, horse, mule, donkey, sheep, goat, or swine, not marked or branded, and running wild on public lands to any person who intentionally feeds the animal.
Authorizes the appropriate county land use decision-making authority to determine district boundary amendments involving land areas over fifteen acres if the county has adopted an ordinance that meets certain requirements.
