RELATING TO QUALIFIED INTERNSHIPS TAX CREDIT.

Establishes a qualified internship income tax credit for employers of qualified interns. Establishes an application and certification process for the tax credit, to be administered by the Department of Labor and Industrial Relations. Requires reports to the Legislature from the Department of Taxation and Department of Labor and Industrial Relations. Appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO ACTIVE DUTY MILITARY ENTITLEMENTS.

Requires the State to pay, without delay, military personnel called to active duty at the same rate as their active duty counterparts and provide basic housing allowance. (SD1)

RELATING TO COUNTY PERMITTING AND INSPECTION.

Exempts state projects from county building permit, inspection, and certificate of occupancy requirements under certain conditions. Requires the state agency responsible for the state project to submit for review and comments, a building permit exemption notice to the county in which the state project is located. Requires the county to review and submit written comments regarding the state project within thirty days of its receipt of notice and if on the thirty-first day, written comments are not provided, the state project may proceed. Requires the counties to adopt ordinances. Defines building permit, state agency, state lands, and state project.

RELATING TO GENDER PARITY IN PROGRAMS FOR INCARCERATED WOMEN.

Appropriates funds to the Hawaiʻi Friends of Restorative Justice as a grant to conduct a study of all programming offered to persons incarcerated at correctional facilities and convene a group of incarcerated women for the purpose of identifying gaps in programming offered to female inmates. Requires that the study be submitted to the Legislature by 6/30/2024. Effective 6/30/3000. (HD1)

RELATING TO EMERGENCY POWERS.

Requires the Governor to ensure continued operation of medical facilities upon declaration of a state of emergency or local state of emergency and during times of health or pandemic emergencies. Allows hospitals to suspend elective surgeries during the period of emergency to address the facility's bed capacity. Effective 6/30/3000. (HD1)

RELATING TO DESECRATION.

Expanding the requisite state of mind for the criminal offense of desecration to include "knowingly". Simplifies the definition of "desecrate". (HD1)

RELATING TO EFFICIENCY STANDARDS.

Allows the chief energy officer of the Hawaii state energy office to enforce minimum efficiency standards and adopt or amend efficiency standards. Sets minimum efficiency standards for portable electric spas, residential ventilating fans, toilets, urinals, and water coolers. Allows manufacturers to utilize the Home Ventilating Institute's certified products directory certification program to meet certain standards. Effective 6/30/2023. (CD1)

RELATING TO TIME SHARING.

Requires a developer's application for registration or annexation to include a list of projects containing out-of-state time share units and a statement that the developer has verified that those units are in compliance or not prohibited under the laws of the jurisdiction where the units are located. Clarifying that a developer is not required to submit any other evidence of such compliance to register in Hawaii. (CD1)
