Allows a person to be eligible for a license as a professional engineer if the person has completed four years of full-time or equivalent part-time professional level government employment performing lawful experience in review of engineered plans and calculations under the direct supervision of an applicably licensed engineer.

Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners in the State to utilize filtered water collected by water catchment systems for business activities. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2025 and dissolve on June 30, 2025. Requires the Office of Planning and Sustainable Development to conduct a study to assess the possible implementation of widescale agrivoltaic adaptation and use statewide. Allows the Department of Land and Natural Resources to expend the moneys from the State Parks Special Fund for programs aimed at environmental protection.
Amends the definition of "cannabis" to include cannabis propagules, cuttings, and seeds. Defines "cannabis cutting" and "cannabis propagule". Requires a licensed dispensary's production center to submit to DOH an inventory of cannabis propagules, cuttings, and seeds. Requires a licensed dispensary's retail dispensing location to submit to DOH the total amount of cannabis propagules, cuttings, and seeds purchased. Allows qualifying patients, primary caregivers who are authorized to cultivate cannabis for medical use, qualifying out-of-state patients, and caregivers of qualifying out-of-state patients to purchase cannabis propagules, cuttings, and seeds from licensed dispensaries in the State under certain conditions. Establishes quantity limits and quality requirements for the dispensing of cannabis propagules, cuttings, and seeds. Requires the Department of Health to adopt rules regarding the dispensing of cannabis propagules, cuttings, and seeds. Effective 6/30/3000. (HD1)
Requires the Department of Agriculture, in collaboration with the Hawaiʻi Interagency Council on Homelessness; Department of Land and Natural Resources, Division of Forestry and Wildlife; and Department of Health, Food Safety Branch; and in consultation with the County of Maui Axis Deer Task Force, to develop and implement a plan to expand the meat processing and distribution capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by nonprofit food distribution services by 7/1/2024. Appropriates funds. Takes effect 6/30/3000. (HD1)
Requires a landowner in possession of 10,000 or more acres to be liable for damages and fines arising from runoff originating on the land and entering into state waters or onto state lands. Requires the Department of Health to adopt rules as necessary for the purposes of this provision.
Establishes and funds an environmental investigative hotline pilot project through the Environmental Management Division of the Department of Health to implement and manage an investigative hotline for Molokai residents to report environmental concerns on Molokai. Establishes one full-time equivalent (1.0 FTE) investigator on the island of Molokai to investigate environmental concerns. Makes an appropriation.
Authorizes a court to order the forfeiture of all of the Employees' Retirement System (ERS) benefits of an ERS member, former member, or retirant upon conviction of the individual for a felony related to the State or county employment of the individual. Prohibits designated beneficiaries convicted of a felony under the same set of circumstances as the member, former member, or retirant who was subject to forfeiture of ERS benefits from receiving benefits.
