Renames the John A. Burns School of Medicine special fund as the physician and veterinarian special fund. Requires the Hawaiʻi Board of Veterinary Medicine to establish a loan repayment and scholarship program. Assesses a fee on persons obtaining or renewing a veterinarian license. Provides for the deposit of the fee into the physician and veterinarian special fund. Appropriates moneys into and out of the physician and veterinarian special fund. Declares that the appropriation exceeds the state general fund expenditure ceiling.
Requires the Department of Human Services to establish a Medicaid buy-in program for workers with disabilities.
Allows for the use of fine meshed nets for the protection of plants against invasive species.
