RELATED TO AGRICULTURE.

Appropriates funds for the Department of Agriculture to hire two FTE positions to collect, manipulate, and graph data and to build an agricultural data dashboard for public consumption and a one year study on agricultural markets for Hawaiʻi farmers. RELATING TO RENEWABLE ENERGY AND FOOD SECURITY.

Requires the Hawaiʻi State Energy Office, in collaboration with the Department of Agriculture and Department of Land and Natural Resources, to facilitate the private sector's development of renewable energy projects that also support agricultural food production. Makes various amendments to the requirements of solar energy facilities on lands with certain soil classifications. Establishes within the Hawaiʻi State Energy Office a three-year Phytoremediation Biofuels Pilot Program to be conducted by the Hawaiʻi State Energy Office in collaboration with the Department of Agriculture and Department of Land and Natural Resources and requires a report to the Governor and Legislature. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations and establishes an Interagency Liaison position within the Hawaiʻi State Energy Office. Takes effect 1/1/2060. RELATING TO RENEWABLE ENERGY.

Authorizes independent generators of renewable energy to wheel the renewable energy transmitted and used to produce hydrogen, subject to certain conditions determined by the Public Utilities Commission. Takes effect 1/1/2060. (SD1)

RELATING TO BOARD MEETINGS.

Requires boards to hold hybrid meetings that that allow for participation both in-person and remotely by interactive conference technology. Requires boards to archive minutes and video of meetings on their websites. Takes effect 1/1/2112. (SD1)

Establishes the Solar Hui Program to allow multi-family residential property owners to invest into a Solar Hui Investment Fund to provide loans to low- and moderate-income households to install solar energy systems. RELATING TO A PROGRAM TO CHARACTERIZE CARBON SEQUESTRATION POTENTIAL AND UNDERGROUND WATER RESOURCES STATEWIDE.

Requires the Hawaiʻi State Energy Office to implement a Slim-hole Resource Characterization Program that identifies the location and characteristics of underground water and carbon sequestration resources across the State under the direction of the Hawaiʻi Groundwater and Geothermal Resources Center at the University of Hawaiʻi. Requires the Office to prepare an environmental assessment or, if required, an environmental impact statement for the program. Requires the Office to engage with the counties and nearby communities to understand community needs, priorities, and concerns relating to the program before and during the environmental assessment and the program. Requires reports to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations. (SD1)
