Authorizes the BLNR Chairperson to transfer public land trust funds to the Kaho‘olawe Rehabilitation Trust Fund. Authorizes the Office of Hawaiian Affairs to expend public land trust funds for purposes consistent with those of the Kaho‘olawe Rehabilitation Trust Fund. (HB622 HD1)
Establishes and funds a two-year pilot school sidewalk maintenance and repair program that requires counties to maintain and repair sidewalks in school zones or other areas of significant school related pedestrian traffic. Requires each county to report on the status of the pilot program.
Creates the Hawaii Working Family Tax Credit, a refundable credit capped at 10 percent of the federal earned income tax credit. (HB670 HD1)
Establishes the Industrial Hemp Special Fund. Provides that agricultural land utilized to grow industrial hemp shall qualify for the minimum dedication period and be assessed at the lowest percentage of fair market value. Clarifies that the cultivation of industrial hemp shall be limited to licensed owners, lessees, or occupiers of agricultural lands. (HB1474 HD1)
Amends the licensing procedures of the industrial hemp pilot program by allowing applicants to apply for a license at any time during the year in which the applicant plans to grow industrial hemp.
Establishes a regulatory scheme for roofing contractors to protect consumers from unlicensed insurance adjusters. (HB1421 HD2)
Establishes the Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at a University of Hawaii community college. Appropriates funds to establish and implement the program. (HB1591 HD2)
Makes modifications to the Industrial Hemp Pilot Program by permitting submission of a license application at any time during the year in which the applicant plans to grow industrial hemp, amending physical facility requirements, and repealing the requirement for a movement permit to transport plants or plant material.
