RELATING TO DOMESTIC VIOLENCE.

Streamlines the reporting requirements of the Department of Human Services (DHS)and the family courts to require DHS, upon direction of the court, to provide the family court with an oral or written report regarding the safety of a minor child of the parties on or prior to the next regularly scheduled court hearing. Provides that if DHS provides a written report, the DHS need not appear at the hearing unless ordered to do so. Requires the court to provide copies of all written reports to the parties. RELATING TO INNOVATION BUSINESS INTERACTION.

Establishes the impact loan fund for Hawaii, to be known as the HI-impact loan program, in the Hawaii Strategic Development Corporation to support dual-use technology small businesses. Establishes the HI-impact special fund. Appropriates funds. Effective July 1, 2038. (SD1)

RELATING TO CORAL.

Requires the Hawaii institute of marine biology at UH to conduct ongoing studies of the environmental impacts of sewage spills on affected coral reefs. Requires the institute of marine biology to submit an annual report to the legislature prior to the convening of each regular session. Appropriates funds. (SD1)

RELATING TO MARINE EVENTS.

Requires a permit from the Department of Land and Natural Resources before holding a regatta, marine parade, or surfing contest. Requires permit applications to be submitted up to one year and at least forty-five days before the start of the proposed event. Allows DLNR to assess and collect a fee for permit processing. Requires DLNR to collect a deposit that is nonrefundable if the event is canceled within sixty days of the start of the event. Effective 7/1/2050. (SD1)
