Requires execution of an informed consent agreement between a patient and prescriber of opioids in circumstances that carry a high risk of dependency. Limits initial opioid prescription to a seven-day supply except for treatment of substance abuse or dependency, cancer, or palliative or hospice care. (HB667 HD1)

Requires the department of health to adopt rules to prohibit: (1) the manufacture and sale of manufactured marijuana products that are shaped to appeal to children; and (2) the use of additives in manufactured marijuana products designed to make the product more addictive or more appealing to minors.
Authorizes persons 21 years of age or older to consume or possess limited amounts of marijuana for personal use. Provides for and requires the licensing of marijuana cultivation facilities, product manufacturing facilities, safety testing facilities, and retail stores. Subjects marijuana establishments to excise taxes and income taxes.
Requires operators of child care facilities, including family child care homes, group child care centers, and group child care homes, and infant and toddler child care centers that care for children one year of age or younger to implement and maintain safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by the Department of Human Services.
