RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM.

Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus. RELATING TO IMPROVING ACCESS TO PSYCHIATRIC CARE FOR MEDICAID PATIENTS.

Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services delivered via telehealth through a behavioral health care manager who is present in a primary health care provider's office. Takes effect 7/1/2075. (SD1)

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Requires the counties to make recommendations for important agricultural lands by 6/30/2019 or forfeit that right to the Land Use Commission. Extends the period to claim important agricultural land qualified agricultural cost tax credits by 10 years and limits cumulative tax credit to $1,000,000 per tax payer. Appropriates unspecified funds for identification and mapping of important agricultural lands. Effective 7/1/2050. (SD2)

RELATING TO HEALTH.

Part I: changes the name of the board of dental examiners to the board of dentistry and dental hygiene; beginning on 7/1/2018, changes the board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Part II: clarifies the allowable and prohibited practices requirements for dental assistants; clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for licensed professionals; and prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene. RELATING TO MEMORIALS.

Appropriates funds for the planning and design of a memorial to honor service members of the recent conflicts in the Persian Gulf, Iraq, Afghanistan, and the various theaters of the Global War on Terrorism, to be located at the Hawaii State Veterans Cemetery in Kaneohe, on the island of Oahu, and replicas of the memorial to be located at state veterans cemeteries statewide. RELATING TO HAWAII STATE IDENTIFICATION CARDS.

Allows any satellite city hall in any county with a population of more than seven hundred thousand persons to issue Hawaii state identification cards. Requires a report to the legislature. Takes effect on 1/7/2059. (SD1)
