Appropriates moneys for implementation of the Rapid Ohia Death Strategic Response Plan. (HB1004 HD1)
Creates a comprehensive public funding program for candidates for election to the state House of Representatives. Repeals those candidates' eligibility for partial public funding under the existing partial public funding program. Appropriates funds to the Campaign Spending Commission.
Establishes that the offense of abuse of a family or household member is a petty misdemeanor with a jail sentence of no less than forty-eight hours and no more than thirty days. Establishes that for a second offense that occurs within five years of the first conviction of the offense of abuse of a family or household member is a misdemeanor and the person shall be termed a "repeat offender". Establishes that a third or subsequent offense that occurs within five, rather than two, years of a second or subsequent conviction of the offense is a class C felony. Allows the prosecution to use prior convictions of the offense of abuse of a family or household member as evidence in the instant offense committed by a repeat offender. Requires that court ordered domestic violence intervention programs include anger management training. Requires the judiciary, in cooperation with the prosecutor of each county and police department of each county, to annually compile and report on statistics regarding arrests, charges, and convictions based on the offense of abuse of a family or household member. Repeals and reenacts the offense of abuse of a family or household member on 06/30/20.
Authorizes Department of Education employees to voluntarily promote community-sponsored after-school programs, subject to certain criteria. (HB1379 HD1)

Grants county agencies the implicit right to enter property to investigate agricultural buildings and structures for violations of and compliance with building code exemption qualifications.
Clarifies the fair treatment law by delineating limitations placed on persons who are task force members from those placed on legislators who are task force members. Clarifies that legislators are not prohibited from making statements or taking action in the exercise of their legislative functions. (HB98 HD1)
Specifies that the legislative allowance for Oahu-based members' required travel within the State shall be equal to the federal Department of Defense flat rate per diem amount for temporary duty of the same duration in the applicable locality.
Appropriates funds for the hiring of a coordinator and for interisland travel and operating expenses of the P-20 Agriculture Education Working Group within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources. Outlines the duties of the working group and opens participation in the working group to additional persons and entities.
