Establishes The Uniform Employee and Student Online Privacy Protection Act that adopts uniform laws on protecting the online accounts of employees, prospective employees, unpaid interns, applicants, students, and prospective students from employers and educational institutions. Takes effect 1/1/2050. (HD2)
Establishes industry certificate awards to incentivize public high schools and charter schools with grades nine through twelve to encourage students to obtain industry-recognized certifications. Requires the department of education and state public charter school commission to submit an annual report containing specified information about the progress of the incentivization. Appropriates funds. Takes effect on 7/1/2050. (HD1)
Requires a defendant's incarceration history certificate be provided to a court prior to sentencing or resentencing. Requires a court to determine a defendant's credit time, compute the expiration date for a defendant's specified sentence, and include the expiration date in the court's judgment order.
Establishes a five-year beginning farmer training program to be administered by DOA. Appropriates moneys. Sunsets the training program on 6/30/2025. Takes effect on 1/1/2050. (HD1)
Establishes a task force within the department of health to conduct a study on sun protection factor ingredients and the feasibility of further limiting their use in sunscreens in the State. Effective 7/1/2050. (HD1)
Makes permanent the law exempting the University Laboratory School from the public charter school enrollment policy so that it may conform its student enrollment profile to the standard prescribed by the University of Hawaii college of education in order to meet college's research requirements.
Requires the Director of Taxation to convene a task force to examine the income tax law to ensure that pension income is excluded from taxation.
Directs HHA to submit to the legislature a comprehensive health plan that includes an all-payer model and a funding source for the unfunded liabilities of the employer-union health benefits trust fund. Amends the requirements for appointment to HHA. Appropriates funds to HHA for the hiring of an executive director and other staff and expenses necessary for the authority.
Establishes an Assistant Superintendent position within the Department of Education for Hawaiian language. Appropriates funds for the position.
