RELATING TO THE UNIVERSITY OF HAWAII.

Reestablishes the Cancer Research Center of Hawaii as an organized research unit within the University of Hawaii John A. Burns School of Medicine (JABSOM) that is administered by a director appointed by the University of Hawaii's board of regents with direct lines of reporting to the chancellor of the University of Hawaii at Manoa, provost of the University of Hawaii at Manoa, and dean of JABSOM. Requires funds expended from the Research and Training Revolving Fund for JABSOM and the Cancer Research Center of Hawaii to be used for research and research-related purposes only. Repeals provisions that required the Cancer Research Center of Hawaii to be administratively affiliated with JABSOM.

RELATING TO TOURISM.

Replaces the Hawaii Tourism Authority with the Corporation for the Stewardship of Hawaii Tourism, a nonprofit entity to guide Hawaii's visitor economy in collaboration with public, private, nonprofit, and community stakeholders in achieving beneficial outcomes from tourism based on the principles of destination stewardship and regenerative tourism.

RELATING TO EMERGENCY MANAGEMENT.

Requires the Department of Transportation to plan and design an expansion of the runway at Molokai Airport to accommodate larger aircraft. Requires the Department of Transportation to submit a report to the Legislature. Appropriates funds. Effective 7/1/2077. (SD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Clarifies the process by which the Hawaii Community Development Authority may approve residential development on certain parcels of Kakaako Makai. Raises the building height limit and the maximum floor area ratio on certain parcels in the area. Requires a certain percentage of the residential units developed on certain parcels to be allocated to households at or below a certain income level in perpetuity, with priority given to certain essential workforce in the area. Limits the sale of residential units developed in certain residential developments to prospective owner-occupants. Requires the Office of Hawaiian Affairs to determine a Kakaako Makai association fee to be collected from residents, tenants, and lessees of certain parcels to be deposited into a special account in the Office of Hawaiian Affairs Special Fund to fund various services and projects in the Kakaako Makai area. RELATING TO TRANSIENT ACCOMMODATIONS.

Requires transient accommodations brokers and any other persons or entities to offer, list, advertise, or display a transient accommodations rental rate that includes all resort fees required for the furnishing of transient accommodations. Requires transient accommodations brokers and any other persons or entities to include all applicable taxes and fees imposed by a government on the stay in the total price to be paid before the consumer reserves the furnishing of transient accommodations. Establishes penalties. Effective 1/1/2026.

RELATING TO RURAL EMERGENCY HOSPITALS.

RELATING TO FARM DWELLINGS.

Prohibits residing on agricultural park lots unless within a farm dwelling permitted by the Board of Agriculture. Authorizes the Department of Agriculture to conduct inspections of agricultural park lots for unpermitted farm dwellings during fiscal year 2025-2026. (SD1)
