RELATING TO EMPLOYMENT.

Requires the legislative reference bureau to conduct a study on telework and the use of alternative work schedules for state employees. Requires state departments and agencies to cooperate with the legislative reference bureau. Requires the legislative reference bureau to submit a report of its findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2022. RELATING TO THE INVASIVE SPECIES COUNCIL.

RELATING TO PROCUREMENT.

Implements certain recommendations of the procurement policy review conducted pursuant to House Resolution No. 142, Regular Session of 2016. Requires the state procurement office to submit a report to the legislature regarding its progress in implementing the procurement policy review recommendations. Effective 7/1/2112. (HD1)

RELATING TO DIGITAL HEALTH RECORDS.

Requires coordination to link certain information on social services, organ donor status, and immunization data to the statewide health information exchange. Makes participation in the Hawaii immunization registry mandatory for all providers of immunizations, including COVID-19 vaccines, beginning 08/01/2021.

Adjusts towing company charges and fees for vehicles left unattended or abandoned. Establishes a clean-up charge and documentation fee.

RELATING TO LONG-TERM CARE INSURANCE.

Requires the thirty-day lapse or termination notices for long-term care policies to be sent by certified mail, priority mail, or commercial delivery service, or other method of delivery requiring proof of delivery.

RELATING TO THE COMMUNITY-BASED ECONOMIC DEVELOPMENT PROGRAM.

Establishes the micro enterprise assistance program on Hawaiian home lands revolving fund to provide grants and loans through the implementation of the micro enterprise assistance program to qualified native Hawaiians, native Hawaiian-controlled homestead associations, and homestead association community development corporations. Appropriates funds.

RELATING TO FISHING.

Requires the department of land and natural resources to license non-commercial marine fishing along with freshwater fishing, engage in public outreach prior to implementing the combined non-commercial freshwater and marine fishing license, and submit reports to the legislature. Prohibits enforcement of requirement to obtain a license to catch marine life for non-commercial purposes until 6/1/2022.

RELATING TO HEALTH.

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period.
