Increases the amount of the rental motor vehicle surcharge tax from $5 to $8 for any county with a resident population of more than 125,000, but less than 195,000. Sets aside the revenue from the increased surcharge tax for capacity projects in that county. Effective 1/1/2023.

Establishes a process for landowners whose real property is at risk of reasonably foreseeable flooding or whose real property has experienced a flood due to man-made alterations or natural conditions on state lands to petition the department of land and natural resources for a flood mitigation action plan. Authorizes landowners to undertake improvements to the state lands if substantial progress is not made within a certain amount of time.
Adjusts towing company charges and fees for vehicles left unattended or abandoned. Establishes a clean-up charge and documentation fee.
Requires the committee on weights to submit a report to the legislature detailing any changes to the funding formula within thirty days of the board of education approving any changes to the funding formula. (HD1)
Establishes the Hawaii beach preservation revolving fund within the state treasury. Establishes a low-interest contingent mortgage financing pilot program to encourage certain shoreline property owners to relocate mauka of expected sea level rise and erosion hazard zones. Amends coastal zone management laws to further protect against impacts of sea level rise and coastal erosion. Appropriates moneys.
Prohibits specified trolleys, trolleys with swivels, pulleys, cables, or running lines designed to attach a dog to two stationary objects in a configuration that endangers the dog, including by depriving the dog of sustenance. Prohibits tethering or restraining a dog under the age of six months unless the dog is engaged in an activity supervised by its owner or an agent of its owner. Prohibits tethering or restraining a dog with a tow or log chain. Prohibits tethering or restraining a dog with a choke collar, pinch collar, or prong collar unless the dog is engaged in an activity supervised by its owner or an agent of its owner.
Specifies that plans of correction and the status of corrective actions for care facilities shall be added to reports by the department of health within five working days. Clarifies, for reporting purposes, that the conclusion of an inspection occurs after the initial visit to a facility is completed.
Requires the legislative reference bureau to conduct a study on telework and the use of alternative work schedules for state employees. Requires state departments and agencies to cooperate with the legislative reference bureau. Requires the legislative reference bureau to submit a report of its findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2022. Implements certain recommendations of the procurement policy review conducted pursuant to House Resolution No. 142, Regular Session of 2016. Requires the state procurement office to submit a report to the legislature regarding its progress in implementing the procurement policy review recommendations. Effective 7/1/2112. (HD1)
Authorizes the state historic preservation division, in consultation with the office of Hawaiian affairs, to delegate the responsibility of historic preservation project reviews to the impacted county and establish a program for third-party individuals and organizations to conduct document reviews on proposed projects. Effective 1/1/2050. (HD2)
