RELATING TO APPRAISAL MANAGEMENT COMPANIES.

Establishes an Appraisal Management Company Registration Program (Program) within the Department of Commerce and Consumer Affairs (DCCA) to conform to minimum standards established under federal law and regulations. Establishes registration requirements, standards, and penalties for violations. Appropriates funds to the DCCA for costs associated with the Program. (SB390 HD1)

RELATING TO THE CONCUSSION PROGRAM.

Makes an appropriation for the concussion monitoring and educational program for school athletics, concussion and awareness program for youth athletic activities, and administration of a concussion and awareness program for youth athletics. (SB720 HD1)

RELATING TO REAL ESTATE BROKERS.

Creates criminal penalties for real estate brokers for improper deposit, segregation, or disposition of client trust account funds. Requires the principal broker to report the client trust account number and name of the managing institution to the real estate commission. Specifies that the principal broker must report changes in the account number and account location within ten days of a change. Authorizes the real estate commission to take action in circuit court to enforce client trust account requirements. Takes effect on 1/7/2059. (SD1)

RELATING TO THE HAWAII TOURISM AUTHORITY.

Amends the appointment process of certain members of the Hawaii Tourism Authority's (Authority) Board of Directors (Board). Clarifies the Authority's reporting and disclosure of specific information. Requires the Board to develop policies and procedures on approving expenditures of excess or carryover funds. (SB1084 HD1)

RELATING TO INSURANCE.

Clarifies that a mutual benefit society shall maintain a minimum net worth calculated based on gross annual premium revenues and gross annual health care expenditures. Requires gross annual premium revenues and gross annual health care expenditures to be reduced by the total amount ceded to reinsurers, provided that the reinsurance credit complies with credit for reinsurance requirements. RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM.

Continues the nursing facility sustainability program for two years. Appropriates funds out of the nursing facility sustainability program special fund for fiscal years 2017-2018 and 2018-2019. (SB285 HD1)

RELATING TO RECORDS MANAGEMENT.

Requires the department of education to set a standard for retention of student records, including in electronic format, of not less than one hundred years. Allows the department of education to partner with the Hawaii correctional industries program to establish a three-year student records modernization pilot project. (SB1100 HD1)

RELATING TO CHILD VISITATION.

Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to the child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of such an order is punishable as contempt of court.
