Establishes an add-on payment of forty per cent to the medicaid base rate for medicaid enrollees at long-term care facilities that have medically complex conditions requiring higher level of care. Appropriates funds for fiscal years 2018 and 2019 to cover increased costs. (SD1)
Allows, in cases where the Department of Education directly expends its own funds for disaster relief to be directly credited with any federal disaster relief reimbursement. Clarifies that the Department of Education may carry over funds received as disaster relief appropriation or reimbursement. (SD1)
Requires, on or before 1/1/2020, the public utilities commission to establish performance incentive and penalty mechanisms that directly tie electric utility revenues to the utility's achievement on performance metrics.
Provides that a candidate committee shall not be required to file a statement of information for an electioneering communication made by a candidate committee that clearly identifies the communication as being paid for by the candidate committee. Repeals the requirement that a candidate committee file a statement of information of the names and addresses of all persons who contributed to the committee or the organization for the purpose of publishing or broadcasting the electioneering communications. Excludes any advertisement by a candidate or candidate committee from the reporting requirements for electioneering communication, provided that the advertisement is in compliance with the law regarding advertisements. Appropriates funds to the department of education for completing the planning, design, and construction for the second phase of the new high school in Kihei, Maui.
Corrects an error in the Supplemental Appropriations Act of 2016 to clarify that the CIP project for Maalaea small boat harbor on Maui was for plans, design, and construction for pier improvements, rather than dredging. (SB284 HD1)
Establishes the Hawaii airport authority. Transfers the administration of airports and the general aviation commuter portions of other airports to the Hawaii airport authority. Makes an appropriation.
Allows consumers to obtain unpasteurized milk by entering herdshare agreements with producers.
Clarifies that a mutual benefit society shall maintain a minimum net worth calculated based on gross annual premium revenues and gross annual health care expenditures. Requires gross annual premium revenues and gross annual health care expenditures to be reduced by the total amount ceded to reinsurers, provided that the reinsurance credit complies with credit for reinsurance requirements.
