Allows and regulates the manufacturing of edible cannabis products as manufactured cannabis products by licensed medical cannabis dispensaries. Establishes requirements for manufacturing, handling, labeling, and packaging of manufactured cannabis products. Takes effect on 1/1/2050. (SD1)

Requests that the University of Hawai‘i sea grant college program conduct an economic analysis of North Shore beaches for the area of the North Shore of O‘ahu that stretches from the Kawailoa to Waiale‘e ahupua‘a to estimate the economic value of North Shore beaches. Appropriates funds.
Prohibits smoking in a motor vehicle in which a person under the age of eighteen is present. Requires the department of health to report on the enforceability of this Act and coordination of related data collection activities of the respective law enforcement agencies.
Requires the members of governing boards of charter schools to be certified through programs on ethics, procurement, and fiduciary responsibilities and that are approved by the State Public Charter School Commission no later than their first year serving on the governing board. Requires all governing board members serving on July 1, 2018, to be certified no later than June 30, 2019. (SD1)
Establishes the Lipoa point management special fund for the management of the Lipoa point area and educate visitors on how funding is used for the management of the Lipoa point area. Appropriates funds into and out of the Lipoa point management special fund. (SD1)
Requires the executive office on aging to biennially update the state plan on Alzheimer's disease and related dementias, and to include information on progress made toward the goals of the state plan on Alzheimer's disease and related dementias in its annual report to the legislature. Limits physician-dispensed prescription drugs in workers' compensation claims to the first 30 days from the work injury date. Lowers the reimbursement rates of prescription drugs in workers' compensation claims. Takes effect 1/1/2045. (SD1)
Removes resisting an order to stop a motor vehicle in the first degree from the list of offenses for which criminal charges may be brought by written information.
Appropriates funds to the Hawaii Internet Crimes Against Children Task Force. Requires the Task Force to submit a report to the Legislature. Effective 7/1/2050. (SD1)
Provides that funds received from the federal government for the purpose of addressing domestic violence and moneys from the Emergency Medical Services Special Fund shall not be distributed to a law enforcement agency or emergency medical services agency whose policies, procedures, and training for personnel and supervisors do not formally require lethality assessments and safety planning with victims of domestic violence. Takes effect 7/1/2020.
