Requires the State Council on Mental Health to comprise at least 3 members with demonstrated knowledge of or work experience involving Native Hawaiian concepts of well-being, culturally grounded mental health methodologies, or traditional healing or health practices.

Repeals the criminal forfeiture fund and requires fifty per cent of the total forfeited property and the sale proceeds thereof collected pursuant to state forfeiture laws to be deposited into the general fund.
Prohibits the President of the University of Hawaii from serving concurrently as a campus chancellor.
Requires health care providers in the workers' compensation system who are authorized to prescribe opioids to adopt and maintain policies for informed consent to opioid therapy in circumstances that carry elevated risk of dependency. Establishes limits for concurrent opioid and benzodiazepine prescriptions. (CD1)
Permits individual department of education schools and career pathways, academies, or programs operated within a department of education school, to engage in commercial enterprises, including the sale of goods produced by or for an individual school, career pathway, academy, or program. (CD1)
Prohibits prospective employers from requesting or considering a job applicant's wage or salary history as part of an employment application process or compensation offer. Prohibits enforced wage secrecy and retaliation or discrimination against employees who disclose, discuss, or inquire about their own or coworkers' wages. Takes effect 1/1/2019. (CD1)
Establishes the Address Confidentiality Program in the Department of the Attorney General to help survivors of domestic abuse, sexual assault, and stalking to relocate and keep the location of their physical address confidential. (CD1)
Extends through the 2021 taxable year the time in which the Department of Agriculture may certify important agricultural lands qualified agricultural cost tax credits. (CD1)
Extends the sunset date of Act 65, Session Laws of Hawaii 2013, which provides a limited exemption to the licensing requirements for certain individuals in situations when an electric utility must retain qualified individuals to work with high voltage (600 volts or higher) who are not licensed in the State but are otherwise deemed qualified by the electric utility. Requires the board of electricians and plumbers to submit reports to the legislature regarding high voltage electrical contractors. Takes effect on 6/29/2018. (CD1)
Allows advanced practice registered nurses, pharmacists, and physicians to receive income tax credits for acting as preceptors in volunteer-based supervised clinical training rotations provided to eligible students that enable the students to obtain an eligible healthcare professional degree or certificate. Applies to taxable years beginning after 12/31/2018. (CD1)
