RELATING TO SCHOOL IMPACT FEES.

Repeals the school impact fee exemptions for nonresidential development and housing subject to the transient accommodations tax when seeking development in a designated school impact district requiring county subdivision approval, county building permit, or condominium property regime approval of the project. RELATING TO DOMESTIC VIOLENCE.

Allows an employee to take family leave in addition to victim leave for leave to seek safety, medical attention, or victim services related to domestic or sexual violence against the employee or the employee's minor child. Requires the employee to submit certification and employer confidentiality of information except under certain conditions. (SB1046 HD1)

RELATING TO SCHOOL-BASED HEALTH SERVICES.

RELATING TO STATE PLANNING.

Includes objectives and policies and implementation guidelines for planning for the lei of green in the Hawaii State Planning Act. RELATING TO BIOSECURITY.

Creates the invasive species rapid response special fund. Adds 10 full-time equivalent (10.0 FTE) positions to the Department of Land and Natural Resources per the Hawaii interagency biosecurity plan. Adds 4 full-time equivalent (4.0 FTE) positions to the Department of Agriculture and requires the Department submit a report to the Legislature. MAKING AN APPROPRIATION FOR THE DEPARTMENT OF EDUCATION TO STUDY THE FEASIBILITY OF COMBINING THE RESOURCES AND ORGANIZATION OF THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES WITH THE DEPARTMENT OF EDUCATION ON THE ISLANDS OF KAUAI, MAUI, MOLOKAI, LANAI, AND HAWAII ISLAND.

Appropriates funds for the Department of Education to determine the feasibility of combining the resources and organization of the Department of Accounting and General Services with the Department of Education on the islands of Kauai, Maui, Molokai, Lanai, and Hawaii island. RELATING TO HOUSING.

RELATING TO FOOD SAFETY.

Requires the University of Hawaii College of Tropical Agriculture and Human Resources to partner with the Hawaii agriculture community to establish a food safety certification training program to provide assistance to small- and medium-sized farms in obtaining a United States Department of Agriculture Good Agricultural Practices certification or an equivalent certification. RELATING TO TRANSPORTATION.

Amends the definition of an autocycle to include a three wheeled motor vehicle that has a handlebar and seat belts. Prohibits operators of a motorcycle, including an autocycle, from carrying any package, bundle, or other article if it prevents the operator from keeping both hands on the handlebars or steering wheel.
