RELATING TO HEALTH INSURANCE.

Prohibits nonparticipating health care providers from balance billing patients in specific circumstances. Establishes rate calculation requirements for reimbursement of nonparticipating providers. Requires the insurance commissioner to refer certain disputes between insurers and non-participating providers to an independent dispute resolution entity for binding arbitration. Repeals 1/2/2025. RELATING TO GRANTS FOR LOCAL RECYCLING FACILITIES.

Requires the office of solid waste management to establish a recycled products manufacturing grant program to support recycled products manufacturers or bioconversion or compositing businesses in the State. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO REIMBURSEMENTS FOR STATE CONTRIBUTIONS.

Specifies exemptions for the University of Hawaii from sections 87A-39 and 88-125, Hawaii Revised Statutes, to enhance transparency and accountability regarding fringe benefit reimbursement exemptions under the cost-sharing agreement between the University of Hawaii and Department of Budget and Finance. RELATING TO TIME SHARING.

Provides purchasers of time shares with rescission rights if there is a material change to the information contained in the disclosure statement. Requires developers to provide notice to the purchaser regarding any pertinent or material change made to the disclosure statement. (SD2)

RELATING TO MEDICAL SERVICE BILLING.

Establishes billing requirements for unanticipated medical billing and unanticipated coverage gaps of patients for out-of-network emergency services received from non-participating providers. Requires the Insurance Commissioner to refer certain disputes between insurers and non-participating providers to an independent dispute resolution entity for binding arbitration. Effective 1/1/2021. RELATING TO THE BOARD OF EDUCATION.

Requires that the Board of Education hold at least two community meetings each year in each county to receive public input on public education and public library issues. Removes restriction on community meetings to allow the meetings to be held for the purpose of formulating educational policy. Exempts community meetings from certain requirements. Requires the Board of Education to video record community meetings and make video recordings available. Effective 7/1/2050. (SD2)
