Makes an emergency appropriation to provide funds for the state public charter school commission to pay the claim and settlement amount pursuant to Miller-Potter v. State of Hawaii, et al., Civil No. 16-1-0385K. Effective 7/1/2050. (SD1)
Prohibits any person from selling ammunition or shell casings for any firearm without proof from purchaser of registration of the appropriate firearm. Authorizes registered owners of firearms to designate an alternate person to purchase ammunition. Requires the licensing of sellers of ammunition. Regulates ammunition in the same manner as firearms. Requires the attorney general to update firearm registration forms. Effective 7/1/2021. (HD1)
Prohibits an employer from requiring an employee to enter into a nondisclosure agreement pertaining to sexual harassment or sexual assault. Prohibits an employer from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault. (HD2)
Authorizes, until June 30, 2021, boards to exclude the public from the meeting locations where board members are physically present if the board meetings are held by interactive conference technology during a state of emergency due to a contagious illness. Permits two or more members of a board to attend state of the city, state of the county, state of the State, or state of the judiciary addresses. Requires meetings held by interactive conference technology to recess, rather than terminate, when audio communication cannot be maintained and may reconvene only when audio communication is reestablished. Makes permanent the regulation of behavior analysts. Exempts the behavior analysts licensing program from the auditor's sunset evaluation requirement. (HD2)
