RELATING TO EDUCATION DATA.

Requires the department of education to establish a standardized data collection process; collect and analyze data relating to, among other things, student discipline, seclusion, and restraint, school climate, and student achievement; and annually report certain information to the board of education, legislature, and the public. (HD1)

RELATING TO THE HAWAII TEACHER STANDARDS BOARD.

Amends the powers and duties of the Hawaii teacher standards board to authorize the issuance of certificates for teachers at private schools and extending the expiration dates for licenses, permits, and certificates when a state of emergency is declared under section 127A-14, Hawaii Revised Statutes. Allows the department of education and charter schools to employ emergency hires for more than three years if authorized by the Hawaii teacher standards board. (HD2)

RELATING TO AGRICULTURAL BUILDINGS.

Grants county agencies the right to enter property to investigate agricultural buildings for violations of and compliance with building permit and building code exemption requirements. (HD2)

RELATING TO DOMESTIC VIOLENCE.

Part I: Establishes a petty misdemeanor offense of abuse of family or household members. Clarifies the penalties for violations. Allows a deferred acceptance of guilty plea for misdemeanor and petty misdemeanor abuse of family or household members offenses. Establishes a probationary period for abuse of family or household members. Part II: Makes consistent the types of documents accepted as proof of domestic or sexual violence victim status. Part III: Requires the judiciary to submit annual reports on the number and outcome of abuse cases. Part I sunsets 6/30/2026. Effective 1/1/2021. (HD3)

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Aligns the commercial driver's license qualification standards with federal regulations by repealing language related to medical waivers due to diabetes. Makes conforming amendments to Code of Federal Regulations citations. Effective 9/1/2020. (HD2)

RELATING TO THE ENVIRONMENT.

Prohibits, after 6/30/2020, the approval of a new or renewed power purchase agreement for electricity generated from coal. Prohibits, after 6/30/2020, the modification of a coal power purchase agreement that proposes to extend the term or increase the amount of generation that is allowed to be produced under the existing agreement. Prohibits, after 12/31/2022, the issuance or renewal of covered source air permits for coal-burning electricity generation facilities. (HD1)

RELATING TO A SCHOOL FACILITIES AGENCY.

Establishes the school facilities agency to be responsible for all public school development, planning, and construction, related to capital improvement projects assigned by the legislature, governor, or board of education. Places management of school impact fees with the agency. (HD2)
