RELATING TO INTOXICATING LIQUOR.

Allows direct shipment of beer and distilled spirits by certain licensees. Requires the county liquor commissions to adopt rules and regulations. (HD1)

RELATING TO HOUSING.

Establishes the ALOHA homes program to develop low-cost homes on state-owned and county-owned land in urban redevelopment sites to be sold in leasehold by the Hawaii housing finance and development corporation (HHFDC) to qualified residents. Exempts certain land from the definition of public lands. Requires HHFDC to gain legislative approval before disposing of certain lands. Provides for the disposition of lands acquired by HHFDC but no longer needed for the ALOHA homes program. Appropriates moneys. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Removes acreage restrictions on leases of Hawaiian home lands for agricultural purposes. Provides that the availability of the foregoing leases shall be subject to the availability of suitable tracts of land. Specifies that the foregoing leases may be for for-profit or non-profit purposes. Effective date is May 6, 2037. (SD2)

RELATING TO HEALTH.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the director of health on the Preceptor Credit Assurance Committee. Effective 7/1/2050. (SD2)

RELATING TO TAXATION.

Extends the period in which a county may adopt a surcharge on state tax, under certain conditions. Authorizes the use of county surcharge revenues for affordable and workforce housing infrastructure. Effective 7/1/2050. (SD2)

RELATING TO COMMERCIAL MARINE LICENSES.

Authorizes the department of land and natural resources to establish rules and fees for the issuance of a commercial marine vessel license. Provides that a single valid commercial marine vessel license satisfies the licensure requirement for all persons aboard the licensed vessel. Requires any person who provides fishing charter services to obtain a commercial marine license. Allows marine charter fishing vessels to obtain commercial marine vessel licenses. Requires the department of land and natural resources to submit a report to the legislature regarding the status of its administrative rules establishing a new commercial marine vessel license category. RELATING TO PANDEMIC RESPONSE.

Authorizes use of funds appropriated from the emergency and budget reserve fund, from the amounts received by the State from the Coronavirus Aid, Relief, and Economic Security Act (CARES) Act, for the purchase and distribution of personal protective equipment, industrial hygiene products, and coronavirus disease 2019 tests to state departments and attached agencies. Effective 7/1/2050. (SD1)
