RELATING TO ELECTIONS.

Enacts voting by mail uniformly across all counties for all elections commencing in 2020. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Takes effect on 1/7/2059. (SD2)

RELATING TO NURSING.

Allows advanced practice registered nurses with a psychiatric specialization to offer care and services to patients in assisted community treatment programs similar to care and services offered by physicians and other health care service providers. Allows advanced practice registered nurses with a psychiatric specialization to be considered a licensed mental health professional authorized to provide mental health treatment or counseling services to minors. RELATING TO CAMPAIGN FINANCE.

Replaces the Hawaii election campaign fund with the general revenues of the State as the funding source for the operating expenses of the campaign spending commission. Allows the commission to use moneys from the Hawaii election campaign fund for investigations if the commission determines that its operating expenses appropriated from general revenues will be insufficient to cover the costs of investigations. Appropriates general revenues to the commission for operating expenses. Takes effect on 01/07/2059. (SD2)

RELATING TO INTIMATE PARTNER VIOLENCE.

Requires barber, beauty operator, and instructor licensees under the board of barbering and cosmetology to complete a one-time, three-hour training program on intimate partner violence awareness and education. Takes effect on 1/7/2059. (SD2)

RELATING TO FIREARMS.

Requires that certain agencies be notified when a firearm permit application is denied because the applicant is prohibited from owning, possessing, receiving, or controlling a firearm under federal or state law. Requires the firearms permit issuing authority to notify the court that issued a protective or restraining order on an applicant, as applicable, upon notification of a permit denial. Requires the department of public safety to notify the probation or parole officer of an applicant, if applicable, upon notification of a permit denial. Takes effect 5/22/2050. (SD2)

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY.

Amends the prorated amount of vehicle license and registration fee and weight taxes that rental car companies may pass on to lessees. Requires the motor vehicle rental industry to report to the legislature prior to the regular session of 2019 and defines vehicle license recovery fee for purposes of the report. Effective 3/1/2050. RELATING TO BONDS.

Restricts the use of general obligation or revenue bond proceeds to pay for the unfunded pension or other post-employment benefit liabilities accrued for state employees or retirees, by requiring a two-thirds majority vote of each house of the legislature to enact legislation that authorizes the use of bond proceeds for such purposes. Effective August 30, 2050. (SD1)

RELATING TO FIREARMS.

Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm. Allows the owner of an unregistered firearm to register the firearm thereafter without penalty. Takes effect on 1/7/2059. (SD2)

RELATING TO TRANSPORTATION.

Provides exemptions from vehicle registration, safety inspection, and driver licensure requirements for marine terminal equipment operating on roads between Sand Island parkway and Sand Island access road. Allows the operation of marine terminal equipment between Sand Island parkway and Sand Island access road. (SD2)
