RELATING TO SCHOOL-BASED HEALTH SERVICES.

Formally establishes the Hawaii Keiki: Healthy and Ready to Learn program and special fund within the Department of Education. Appropriates funds for positions and a vision screening and eye assessment tool, and to implement, expand, and sustain the program. (SB510 HD2)

RELATING TO KUPUNA CARE.

Requires the executive office on aging to establish the kupuna caregivers program, subject to available funds, to assist community members in obtaining care for elders while remaining in the workforce. Makes establishment of the kupuna care program mandatory, subject to available funds. Clarifies the kupuna service and support options provided by area agencies on aging within the kupuna care program. Appropriates funds for establishing and implementing the kupuna caregivers program. RELATING TO BEHAVIOR ANALYSIS SERVICES.

Clarifies the scope of practice of behavior analysis. Clarifies who may provide behavior analysis and applied behavior analysis services regardless of licensure status, including licensed individuals working within an overlapping scope of practice, individuals supervised by a licensed professional of an overlapping scope of practice, and caregivers. RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM.

Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus. Appropriates funds to establish and implement the program. (SB1162 HD1)

RELATING TO APPRAISAL MANAGEMENT COMPANIES.

Establishes an Appraisal Management Company Registration Program (Program) within the Department of Commerce and Consumer Affairs (DCCA) to conform to minimum standards established under federal law and regulations. RELATING TO REAL ESTATE BROKERS.

Creates criminal penalties for real estate brokers for improper deposit, segregation, or disposition of client trust account funds. Requires the principal broker to report the client trust account number and name of the managing institution to the real estate commission. Specifies that the principal broker must report changes in the account number and account location within ten days of a change. Authorizes the real estate commission to take action in circuit court to enforce client trust account requirements. Takes effect on 1/7/2059. (SD1)
