Authorizes the expenditure of general funds for a one-time lump sum cash bonus severance benefit to affected Maui region hospital employees. Repeals chapter 89E, HRS, and Act 1, Second Special Session, Session Laws of Hawaii 2016, retroactively to 7/20/2016. (CD1)
Establishes licensure requirements for school psychologists to be administered by the board of psychology. Amends the composition of the board to include two school psychologists. (SB224 HD2)
Directs the Hawaii Housing Finance and Development Corporation or any appropriate entity of the State to initiate negotiations to keep the units of the Front Street Apartments on the island of Maui affordable or to acquire the Front Street Apartments property. Appropriates funds. (SB1266 HD1)
Appropriates funds to the University of Hawaii at Hilo for programs, studies, and activities related to the prevention and eradication of rat lungworm disease. (SB272 HD1)
Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs. Appropriates funds to implement the authority and relevant interagency invasive species projects. (SB776 HD1)
Exempts the following from school impact fee requirements: housing developments reserved for persons or families with incomes up to 80 percent of the area median income located in a county having a population greater than 500,000; state or federal public housing projects; state low-income housing projects; housing projects certified or approved for a general excise tax exemption under section 201H-36, Hawaii Revised Statutes (HRS); and government housing projects and projects processed pursuant to sections 46-15.1 and 201H-38, HRS. Establishes the Photo Red Light Imaging Detector Systems Program (Program). Authorizes counties to administer the Program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the Program. Makes an appropriation. Establishes a Red Light Running Committee. (SB221 HD1)
