RELATING TO CIVIL RIGHTS.

Prohibits discrimination against any individual in selection, termination, terms or conditions of an internship or job training program because of the individual's race, sex including gender identity or expression, sexual orientation, age, religion, color, ancestry, disability, marital status, arrest and court record, or reproductive health decision. RELATING TO CLAIMS AGAINST THE STATE.

Provides that claims against the State exceeding the amounts that may be paid by the comptroller shall be paid by the department or agency that is found liable for the claim, as determined by the Attorney General. (SD1)

RELATING TO HAWAIIAN LANGUAGE.

Clarifies that native Hawaiians, as the indigenous people of Hawaii, have the right to revitalize, use, develop, and transmit to future generations their histories, language, oral traditions, philosophies, writing systems, and literatures, and to designate and retain their own names for communities, places, and persons. (SD1)

RELATING TO DEMENTIA TRAINING.

Establishes a task force to make recommendations to the Department of Health and Legislature regarding the dementia training necessary to help first responders and investigators from adult protective services appropriately assist with Alzheimer's disease and related dementia patients. (SD1)

RELATING TO WATER POLLUTION.

Adds the chemicals homosalate, octocrylene, and octisalate to the sale and distribution sunscreen ban beginning on 1/1/2021. Allows the Department of Health to adopt rules to add additional harmful chemicals to the sale and distribution ban. Requires and appropriates funds for the University of Hawaii to conduct a study to examine the concurrent effects of certain sunscreen products on the decline of the State's coral reefs. (SD1)

RELATING TO HEALTH.

Places a cap on the total amount that an insured is required to pay for an in-network purchase of a prescription insulin drug covered under a health benefit plan's formulary at $100 per thirty-day supply of that drug. Clarifies existing drug benefit and therefore is exempt from the impact assessment report. Effective 7/1/2050. (SD1)

RELATING TO HOUSING.

Requires inclusion of an unspecified minimum percentage of affordable housing units in state agencies' development and redevelopment plans along the rail transit corridor. Allows the Office of Planning to make exceptions to the affordable housing requirement. (SD1)

RELATING TO MEDICAL CANNABIS.

Allows for a process to remediate any batch of medical cannabis or manufactured medical cannabis product, under certain conditions. Authorizes licensed retail dispensaries to sell edible cannabis products, under certain conditions. Authorizes the Department of Health to allow dispensaries to circulate, sponsor, and promote educational and scientific information and events related to cannabis. (SD1)
