RELATING TO WATER CONSERVATION.

RELATING TO WATER CATCHMENT SYSTEMS.

Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners in the State to utilize filtered water collected by water catchment systems for business activities. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2027 and dissolve on 6/30/2027. RELATING TO TRAFFIC.

Transfers to the Department of Transportation one hundred per cent of the proceeds of the fines and forfeitures collected for uncontested traffic infractions committed within any county having a population of more than 150,000 but less than 175,000. Requires the proceeds to be deposited into a new county progress subaccount of the State Highway Fund, from which the DOT shall allocate moneys for the Lahaina Bypass North Project, and subsequently for state-designated critical highway projects within the county in which the uncontested traffic infractions were committed. Effective 7/1/2050. (SD1)

RELATING TO POLOLU VALLEY MANAGEMENT EFFORTS ON HAWAII ISLAND.

Appropriates moneys for Pololu Valley management, including for the Division of Forestry and Wildlife of the Department of Land and Natural Resources to develop the trailhead; develop the infrastructure necessary to accommodate parking; install appropriate informational, historical, and educational signage; design and construct restroom facilities; and establish positions to manage the trail area. RELATING TO MENTAL HEALTH.

Requires the Department of Health (DOH) to track and publicly report certain data relating to crisis reports, emergency mental health transports, and court-ordered treatments. Requires the DOH to respond to reports about persons having severe mental illness who are in need of assistance, assess whether those persons fulfill criteria for assisted community treatment, and coordinate the process for an assisted community treatment order if indicated. Establishes that a court's denial of a petition for involuntary commitment shall serve as notification to the DOH that the subject of the petition should be evaluated for assisted community treatment. Appropriates funds. Effective 12/31/2050. (SD1)
