REQUESTING THE DEPARTMENT OF HUMAN SERVICES MED-QUEST DIVISION TO COVER BEHAVIORAL HEALTH SERVICES FOR CHILDREN IN SCHOOL-BASED SETTINGS.

Maddy summaryThis Senate Resolution (SR 7) requests Hawaii's Department of Human Services Med-QUEST Division (the state's Medicaid program) to cover behavioral health services for children and adolescents when provided in school settings. It directly affects students in Hawaii schools by seeking to expand access to mental health care without requiring families to arrange separate appointments. The resolution asks Med-QUEST to adjust its coverage policies to include these school-based services, which would reduce barriers like transportation costs and parent work conflicts. This is a procedural request, not a new law, and aims to align Medicaid coverage with existing school-based mental health programs.

REQUESTING THE DEPARTMENT OF HUMAN SERVICES AND DEPARTMENT OF HEALTH TO ESTABLISH A PROGRAM TO INCENTIVIZE COMMUNITY CARE FOSTER FAMILY HOMES IN THE STATE TO ACCEPT INDIVIDUALS WHO ARE ELIGIBLE FOR ASSISTANCE PURSUANT TO THE STATE'S MEDICAID I/DD WAIVER PROGRAM.

Maddy summarySenate Resolution 9 requests Hawaii's Department of Human Services and Department of Health to establish an incentive program for Community Care Foster Family Homes (CCFFHs) to accept individuals with intellectual or developmental disabilities eligible for the state's Medicaid I/DD waiver program. The resolution aims to address the current shortage of CCFFHs serving these individuals, who often lack community-based care options. The key mechanism involves creating financial or other incentives to encourage more foster homes to participate in the Medicaid I/DD waiver program. As a non-binding resolution, it serves as a formal request to state agencies to develop and implement this initiative.
