URGING THE UNIVERSITY OF HAWAII PRESIDENT AND BOARD OF REGENTS TO ESTABLISH A BACHELOR OF SCIENCE IN NURSING PROGRAM AT THE UNIVERSITY OF HAWAII MAUI COLLEGE.

Maddy summarySCR 50 is a concurrent resolution urging the University of Hawaii President and Board of Regents to establish a Bachelor of Science in Nursing (BSN) program at the University of Hawaii Maui College. It directly affects Maui residents and nursing students who currently face barriers accessing BSN education locally, as most must travel to Oahu or enroll in out-of-state programs. The resolution cites Maui's growing healthcare needs and available clinical placements as key reasons to create a local pathway for advanced nursing education. It does not create new law but formally requests the university allocate resources for faculty, curriculum, and facilities to develop the program.

URGING THE COUNTY OF MAUI TO PRIORITIZE THE DEVELOPMENT AND PLANNING OF THE NORTHERN TERMINUS OF THE KIHEI NORTH-SOUTH COLLECTOR ROAD.

Maddy summaryThis resolution urges Maui County to prioritize planning the northern end of the Kihei North-South Collector Road. It addresses growing traffic congestion in Kihei due to population growth (projected to increase from 129,471 to 194,630 residents islandwide by 2030) and the lack of north-south routes, which causes bottlenecks, safety risks during emergencies, and delays. Maui County is asked to collaborate on identifying the terminus location and report progress to the Legislature by 2026.

REQUESTING THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS TO STUDY THE ESTABLISHMENT OF A HAWAII WORKFORCE EXCELLENCE AWARD PROGRAM.

Maddy summaryThis bill (SCR 63) is a concurrent resolution requesting Hawaii's Department of Labor and Industrial Relations to study creating a "Hawaii Workforce Excellence Award Program" for craftspersons. It asks the department to research adapting France's long-standing "Meilleur Ouvrier de France" award system, including identifying key industries, cost-effective implementation, and public nomination processes. The study must include industry input and result in a report with recommendations for the 2026 legislative session. The bill does not create the award program itself but only requests an analysis of how to establish it. It directly affects the Department of Labor and would potentially impact Hawaii's craft and trade workers if the program is later adopted.

URGING THE ADMINISTRATOR OF THE STATE HEALTH PLANNING AND DEVELOPMENT AGENCY TO ESTABLISH A WORKING GROUP ON HEALTH INSURANCE REFORM TO PROVIDE RECOMMENDATIONS FOR REDUCING THE IMPACT OF PRIOR AUTHORIZATION REQUIREMENTS ON THE TIMELY DELIVERY OF HEALTH CARE IN THE STATE.

Maddy summarySCR 10 is a non-binding resolution urging Hawaii's State Health Planning and Development Agency to create a working group focused on health insurance prior authorization reforms. The working group would include representatives from insurance companies, healthcare providers, patients, and employers to study specific issues like reducing delays (e.g., setting 24-hour response times for urgent care), extending authorization validity for chronic conditions, and improving transparency in approval processes. It directly affects patients facing care delays, healthcare providers burdened by administrative tasks, and insurers requiring prior authorization. The resolution does not change laws but requests the group submit recommendations to the Legislature by late 2025.
