RELATING TO HEALTH INSURANCE.

RELATING TO INFRASTRUCTURE MAINTENANCE IN HOUSING SUBDIVISIONS.

Requires lot owners in subdivisions that are not planned communities to pay for the repair and maintenance of subdivision roads. Authorizes counties to assess and collect fees for repair and maintenance of subdivision roads if no courtappointed or deeddesignated entity is authorized to do so. Requires counties to provide certain services to associations. Restricts provisions to counties having a population greater than 200,000 but less than 500,000. Extends the reporting date and sunset date for the working group established pursuant to Act 200, SLH 2022. Appropriates moneys.

RELATING TO SEARCH AND RESCUE.

RELATING TO LITERACY.

Requires the Department of Education to administer a general dyslexia screening to all students in kindergarten through grade three. Requires the Department of Education to continue to administer the general English language arts universal screening for students in kindergarten through grade nine. Requires the Department of Education to collaborate with teacher training programs to ensure prospective candidates are trained on literacy instruction, including evidence-based intervention, to support all students. RELATING TO EMERGENCY MANAGEMENT.

Amends emergency management laws to clarify state and county authority. Prohibits the Governor or Mayor from suspending requests for records or vital records and statistics during a state of emergency. Adds definition of the term "severe weather warning". Allows the Legislature and county councils to terminate a state of emergency after thirty days, in whole or in part, issued by the Governor or Mayor, respectively. Effective 7/1/3000. (HD3)
