Establishes a requirement that all workers who handle restricted use pesticides are to undergo mandatory medical checks by the department of health.
Authorizes persons 21 years of age or older to consume or possess limited amounts of marijuana for personal use. Provides for and requires the licensing of marijuana cultivation facilities, product manufacturing facilities, safety testing facilities, and retail stores. Subjects marijuana establishments to excise taxes and income taxes.

Clarifies the definition of "bicycles" for purposes of county vehicular taxes, highway safety laws, statewide traffic code, and bicycle laws by adding "low-speed electric bicycles" and defining low-speed electric bicycles. Excludes low-speed electric bicycles from the definitions of "moped", "motor vehicle", and "vehicle". Prohibits low-speed electric bicycle riding on all sidewalks.
Repeals criminal penalties for possession of marijuana, but retains penalties for marijuana cultivation and distribution. Specifies that the crime of promoting a detrimental drug in the first degree includes the selling or bartering of more than one ounce of marijuana.

Amends the definition of provider agency for homelessness services to include nonprofits that accept funds without a contract. Requires annual reports of providers' effectiveness.
