Authorizes title insurers or underwritten title companies to reassign or release a mortgagee's security interest in leases and rents under certain conditions and upon full payment of the mortgage and discharge of the secured debt. Authorizes certain entities to institute an action in any circuit court to obtain the release or reassignment instrument in the absence of compliance of a mortgagee or record assignee. (HB403 HD1)
Exempts housing projects where at least a portion of the units are set aside for persons and families with incomes at or below one hundred forty per cent of the area median income from county, highway, and school impact fees.
Requires use of an unspecified percentage of funds in the Mental Health and Substance Abuse Special Fund to provide housing for residents who qualify for Social Security disability benefits and are diagnosed with a life-long serious mental illness. (HB874 HD1)

Authorizes licensed hunters who comply with state firearms law to possess and use firearm noise suppressors while hunting. Authorizes the manufacture and sale of firearm noise suppressors for licensed hunters who comply with state firearms law. (HB1589 HD1)
Amends definitions in chapter 578A, HRS, to clarify that any proper adult person or family, regardless of marital status, may be approved by DHS or another authorized agency to provide foster care services for children.
Requires DHS and DOH to deem occupational therapists as qualified mental health care professionals.
Requires that the appropriation made to the Public Charter School Commission be apportioned to other authorizers. Requires that authorizers meet similar governance requirements as the Public Charter School Commission.
