RELATING TO PROPERTY.

Increases the value amounts applicable to qualifying for an exemption from attachment or execution of real and personal property. Exempts one month of child support and spousal support in the possession of the debtor-recipient of support from attachment or execution. (HB193 HD1)

RELATING TO FORECLOSURES.

Requires every public notice of a public sale of mortgaged property to be published three times in a newspaper, on a state website, and in a conspicuous location on the mortgaged property or unit. (HB218 HD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Authorizes the Public Utilities Commission to establish preferential electricity rates for communities that serve as geographic hosts for energy projects. Requires an energy project developer to work collaboratively with a host community to develop a community benefits program and to fund a majority, if not all, of the contributions and support for the community benefits program. RELATING TO THE PUBLIC TRUST LAND.

Authorizes the BLNR Chairperson to transfer public land trust funds to the Kaho‘olawe Rehabilitation Trust Fund. Authorizes the Office of Hawaiian Affairs to expend public land trust funds for purposes consistent with those of the Kaho‘olawe Rehabilitation Trust Fund. (HB622 HD1)

RELATING TO THE MORTGAGE INTEREST DEDUCTION.

Eliminates the mortgage interest deduction for second homes under the Hawaii Income Tax Law. Specifies that the revenue gain attributable to this measure be deposited into the Rental Housing Revolving Fund. Requires the Department of Budget and Finance, in consultation with the Department of Taxation, to submit reports on the administration of this measure to the Legislature prior to the 2018, 2019, 2020, 2021, and 2022 Regular Sessions. RELATING TO THE ENVIRONMENT.

Requires lessors of rental motor vehicles to include an option for the lessee in the motor vehicle rental agreement to contribute a sum to DLNR for the preservation and protection of the environment, commencing on January 1, 2020. (HB1570 HD1)

RELATING TO FIRE SPRINKLERS.

RELATING TO UNFUNDED LIABILITIES.

Establishes the Rate Stabilization Reserve Fund within the Hawaii Employer-Union Health Benefits Trust Fund to help subsidize the costs of providing health and other benefit plans for active employees and retirees and their beneficiaries. Caps employer contributions to the OPEB trust fund, which are made to prefund the unfunded actuarial accrued liability of the EUTF, when the separate accounts for each public employer within the OPEB trust fund have a combined balance of at least $2,000,000,000. If OPEB trust fund balance is at least $2,000,000,000 then public employer annual contributions of $300,000,000 shall be paid to the Employees' Retirement System to pay down ERS unfunded liabilities. Provides for the use of a portion of transient accommodations tax revenues to supplement deficient county public employer contribution amounts. (HB887 HD1)
