RELATING TO THE STATE FUEL TAX.

Changes the assessment of the state fuel tax from a specified cents per gallon to the greater of a specified cents per gallon or a specified percentage of the wholesale price per gallon to the retailer, subject to a minimum monetary amount of tax based upon the tax paid by certain retailers.

RELATING TO REAL ESTATE INVESTMENT TRUSTS.

Temporarily disallows the deduction for dividends paid by real estate investment trusts for a period of 15 years, but with an exception for dividends generated from trust-owned housing that is affordable to households with incomes at or below 140 per cent of the median family income. (HB1012 HD2)

MAKING AN APPROPRIATION FOR A FEASIBILITY STUDY AND PLANS FOR A SWIM AREA IN POHOIKI.

Appropriates funds to the Department of Land and Natural Resources to conduct a feasibility study to determine the best means to provide a Pohoiki swimming area and develop plans, in cooperation with the United States Army Corps of Engineers, County of Hawaii, and any stakeholders, for a safe swim area. RELATING TO POLICE COMMISSIONS.

Amends the composition of the county police commissions to require that three commissioners on each police commission have backgrounds, including equality for women, civil rights, and law enforcement, for the benefit of the public.

RELATING TO CONDOMINIUMS.

Creates the Condominium Dispute Resolution Commission to address disputes between a condominium owner and condominium association. Establishes a Commission Ombudsman. Allows the Commission to assess fees to pay for the Commission Ombudsman.
