Conforms Chapter 657D, Hawaii Revised Statutes, concerning civil relief for state military forces to the federal Servicemember's Civil Relief Act. Waives filing fees and court costs for a service member or other person seeking to enforce rights pursuant to Chapter 657D. (HB1526 HD2)

Establishes an infrastructure program within the Hawaii housing finance and development corporation to make grants and provide assistance to counties for infrastructure projects on public land. Requires the executive director of the corporation to adopt rules pertaining to the application for and approval of grants.
Establishes a condominium unit owner hotline to provide unit owners with legal information relating to disputes with a condominium's board of directors. Requires directors of associations with 20 or more dwelling units to complete an online ethics course offered through the Real Estate Commission.
Establishes a student exchange program compact between the University of Northern Philippines or Ilocos Sur Community College, or both, and the University of Hawaii school of travel industry management. Requires reports to the Legislature.
Requires the principal broker to report the client trust account number and name of the managing institution to the real estate commission. Specifies that the principal broker must report changes in the account number and account location within ten days of a change. Authorizes the real estate commission to take action in circuit court to enforce client trust account requirements. (HB238 HD1)
Eliminates the mortgage interest deduction for second homes under the Hawaii Income Tax Law. Specifies that the revenue gain attributable to this measure be deposited into the Rental Housing Revolving Fund. Requires the Department of Budget and Finance, in consultation with the Department of Taxation, to submit reports on the administration of this measure to the Legislature prior to the 2018, 2019, 2020, 2021, and 2022 Regular Sessions. Requires and provides funding for the Real Estate Commission to procure an online board member educational training course for the board of directors of residential condominium projects of at least 20 units. Establishes and funds a condominium specialist position to assist condominium owners and support the Commission's condominium hotline. (HB406 HD1)
