RELATING TO WATER.

Requires an owner or prior owner of an abandoned well to repair or seal the well at the owner's or prior owner's expense. Appropriates funds for three new positions to assist DLNR with the inspection of abandoned wells, the enforcement of well construction and pump installation standards, and enforcement of well abandonment requirements. RELATING TO CONDOMINIUMS.

Establishes open voting and educational requirements for condominium association and board members. Requires courts to issue a judgment against a party refusing to participate in the mediation process. Requires certain employees of a managing agent to be licensed in accordance with requirements established by the real estate commission.

RELATING TO SOLID WASTE.

Establishes a pilot program to develop long-term environmental suitability strategies. Enables the HPHA to utilize private businesses to divert food and green waste from public housing projects. Requires HPHA to report to the Legislature. (HB722 HD1)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

RELATING TO PUBLIC TRANSPORTATION INCENTIVES.

Establishes an income tax credit for taxpayers with an adjusted gross income of $100,000 or less who purchase bus passes or passes for a public transportation program. (HB721 HD1)

RELATING TO TRANSPORTATION.

Increases the rental motor vehicle customer facility charge from $4.50 to $9.00. Requires that $4.50 of the charge be deposited into the rental motor vehicle customer facility charge special fund, and that the remaining $4.50 of the charge be deposited into the state highway fund for the purpose of funding projects to increase the capacity of certain existing roadways or the construction of certain new roadways. Authorizes certain individuals to deduct the charge on their state taxes.
