Requires any state or county agency to provide domestic abuse intervention training to their personnel whose job duties require or may require intervention in a domestic abuse situation. (HB679 HD1)

Amends definitions in chapter 578A, HRS, to clarify that any proper adult person or family, regardless of marital status, may be approved by DHS or another authorized agency to provide foster care services for children.
Requires DHS and DOH to deem occupational therapists as qualified mental health care professionals.

Prohibits modification of motorcycle and moped mufflers that increases noise emission above levels of the original muffler indicated on the label affixed to the vehicle per EPA requirements. Applies to motorcycles and mopeds manufactured after December 31, 2018.
Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor.

Increases the value amounts applicable to qualifying for an exemption from attachment or execution of real and personal property. Exempts one month of child support and spousal support in the possession of the debtor-recipient of support from attachment or execution. (HB193 HD1)
