Appropriates funds to support the Kaho‘olawe Island Reserve Commission. Takes effect 7/1/2050. (SD2)
Parts I through IV: clarifies the process, including payment obligations, mediation requirements, and triggers for further default, where a condominium unit owner and association reach a payment plan to resolve a nonjudicial foreclosure; establishes procedures that provide condominium owners with the right to submit disputed legal fees, penalties or fines, late fees, lien filing fees, or other charges, except for common expense assessments, to the mediation process prior to payment; and makes conforming amendments. Part V: expands the scope of the condominium education trust fund to cover voluntary binding arbitration between interested parties; amends the conditions that mandate mediation and exceptions to mandatory mediation. Appropriates funds to the Department of Health and Department of Human Services, including the Office of Youth Services, to provide homeless outreach services and rental subsidies to reduce and prevent homelessness. Takes effect on 7/1/2075. (SD1)

Appropriates funds to the Department of Health to purchase electronic ankle monitoring bracelets, hand wands, lighting, and closed circuit television cameras for the Hawaii State Hospital. Authorizes the issuance of general obligation bonds to fund capital improvement projects at the Hawaii State Hospital to improve security. (HB2280 HD2)
Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus.
