Allows two or more separate entities to submit single joint offers in response to a solicitation. Allows purchasing agencies to award single contracts to two or more separate entities that submit joint offers. Requires the Procurement Policy Board to adopt rules that establish procedures for joint offers and contract awards to joint offerors. (HB1963 HD1)

Amends §235-17, HRS, to apply to qualified production costs incurred for post-production activities and services performed in Hawaii film studios. Effective 12/31/2018.

Requires the Hawaii Emergency Management Agency to amend the state emergency alert system and state emergency management plans as necessary to conform to all current federal laws and regulations that ensure the accessibility of video programming that provides emergency information. (HB2675 HD1)

Requires the counties to establish a medical cannabis collectives registration system for regulating and taxing the distribution of medical cannabis. Allows primary caregivers and qualifying patients to assert the medical use of cannabis as a defense rather than an affirmative defense under the medical use of cannabis law. Allows qualifying patients to transfer medical cannabis between themselves. Appropriates funds to the counties to establish and administer medical cannabis collectives. (HB2664 HD1)

Allows the child support enforcement agency, at the request of a noncustodial parent or on its own initiative, to require a custodial parent to provide evidence that child support funds are being spent in compliance with an order of support. Allows a noncustodial parent to petition the family court for modification of a child support order if the custodial parent does not provide the requested evidence. Requires the child support enforcement agency to hold the portion of disputed child support funds in trust pending the final disposition of the petition.

Makes an appropriation to the University of Hawaii to offset the cost of mandatory student fees that go to transportation benefits.

Appropriates funds to the University of Hawai‘i at Manoa, University of Hawai‘i at Hilo, and Ka Papahana Kaiapuni program to collaborate to establish professional qualifications and develop training programs for the Ka Papahana Kaiapuni program's staff.

Appropriates funds for capital improvement projects at Wahiawa General Hospital for the benefit of the 46th Representative District.

Requires that bid proposals for construction contracts list subcontractors and joint contractors where the total bid value may be $5,000,000 or more. Requires the listing of subcontractors and joint contractors where the total bid value may be less than $5,000,000, but only if electrical; plumbing; asbestos; elevator; or boiler, hot-water heating, or steam fitting work is involved.

Authorizes the issuance of special purpose revenue bonds to assist Wahiawa General Hospital with completion of deferred facilities and maintenance projects that are necessary for the health and safety of patients and staff.
