Requires the Department of Transportation to allow its lease with the U.S. Department of the Army to expire on its agreed upon termination date and to not terminate the agreement prior to that date.

Allows cost of living expenses, as determined by the self-sufficiency standard for Hawaii, to be included in the calculation when determining disposable earnings as it relates to wage garnishment.
Establishes a working group to determine if a full-time state fire marshal's office would be more effective than the existing state fire council in planning, executing, and promoting fire safety-related programs and topics in the State. Requires the working group to submit a report to the legislature prior to the regular session of 2022.
Establishes the Hawaii beach preservation revolving fund within the state treasury. Establishes a low-interest contingent mortgage financing pilot program to encourage certain shoreline property owners to relocate mauka of expected sea level rise and erosion hazard zones. Amends coastal zone management laws to further protect against impacts of sea level rise and coastal erosion. Appropriates moneys.
Establishes procedures for audits of pharmacies conducted by a health care provider, insurance company, third-party payor, sickness insurance provider, mutual benefit society, dental service corporation, health maintenance organization, or any entity that represents such companies or groups.
Sets the employer contribution rate for small business employers for calendar years 2021 and 2022 at an unspecified schedule. Defines "small business employer". Applies retroactively to 01/01/21.
Establishes a process for landowners whose real property is at risk of reasonably foreseeable flooding or whose real property has experienced a flood due to man-made alterations or natural conditions on state lands to petition the department of land and natural resources for a flood mitigation action plan. Authorizes landowners to undertake improvements to the state lands if substantial progress is not made within a certain amount of time.
Requires the department of land and natural resources to purchase within its existing budget an Infrared Unit B2-FO for the Maui branch of the division of forestry and wildlife for game management and collecting and tracking accurate herd counts.
Extends by three years the requirement that the department of health furnish, free of charge, certified copies of birth certificates for any individual who is homeless, provided the individual's homeless status is corroborated by a verification letter issued by a homeless service provider. Repeals June 30, 2024.
Prohibits any planned community association from assessing a fine or requiring an architectural review for construction or installation work to the exterior of a member's or tenant's unit if performed more than three or more years ago or if performed by a previous member of tenant of the unit, regardless of when the previous member or tenant performed the construction or installation work on the unit.
