RELATING TO INSURANCE.

Prohibits health insurers, mutual benefit societies, and health maintenance organizations from applying categorical cosmetic or blanket exclusions to gender affirming treatments or procedures when determined to be medically necessary pursuant to applicable law and specifies a process for appealing a claim denied on the basis of medical necessity. Requires those entities to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity. RELATING TO SENTENCING.

RELATING TO AQUATIC RESOURCES.

Establishes a tiered administrative fine system for each specimen of aquatic life taken, killed, or injured. Establishes a criminal fine structure on a per-specimen basis for violations involving aquatic life. Authorizes the Department of Land and Natural Resources to recommend community service that benefits the resource damaged when a person is ordered to perform community service in lieu of a fine. Authorizes the Department of Land and Natural Resources to recommend to the certain probationary terms and conditions to the court. Effective date 7/1/2022. (SD2)

RELATING TO LANGUAGE ACCESS.

Requires the Executive Director of the Office of Language Access to submit an annual report to the Governor and Legislature on the compliance of state agencies and certain entities with state and federal language access laws, complaints of noncompliance if any, resolution of the complaints, and recommendations on how to enhance and promote language access. Makes appropriations to fund the establishment of one full-time equivalent (1.0 FTE) Limited-English Proficiency Language Coordinator position in the Office of Language Access; the operating expenses of the Office of Language Access to collaborate with all state departments to ensure compliance with all state and federal language access laws; and the development by the Office of Language Access of a comprehensive statewide plan to increase language access. RELATING TO UNDERGROUND STORAGE TANKS.

Beginning July 1, 2023, prohibits the operation of underground storage tanks with a capacity greater than 100,000 gallons. Effective 7/1/2050. (SD1)
