Clarifies provisions related to the statutory limitations on the time periods in which a survivor of childhood sexual abuse may file a civil action. Allows for punitive damages. Permits the court to order restorative justice measures, if deemed appropriate.

Prohibits the Hawaii Public Housing Authority from banning pet animals from housing under its control.
Provides that any prohibition on the increase of prices of essential commodities during a state of emergency shall only apply to those commodities specifically listed for price protection within the geographic area specified for that price protection by the governor's or mayor's proclamation.
Conforms the amount allowable for the Hawaii expenses for household and dependent care services necessary for gainful employment tax credit to the credit amounts allowed in the federal tax code. Increases the low-income household renters' income tax credit and refundable food/excise tax credit. Applies to taxable years beginning after 12/31/2022.
Prohibits, with certain exceptions, any state agency or political subdivision from providing private information regarding, or authorizing an arrest warrant based on, the receipt or provision of, or assistance with, reproductive health care services that are lawful in the State. Requires the Department of Health to maintain on its website information about access to abortion in the State, including current information about state law. Requires the Director of Commerce and Consumer Affairs to assess and report to the Legislature on any policy changes or legislation needed to ensure that no person is disqualified from licensure or subject to professional discipline based on the lawful receipt or provision of, or assistance with, reproductive health care services in the State.
Increases from $100 to $200 the fine imposed against an adult pedestrian who improperly crosses the street if the pedestrian does so while accompanied by a minor under the age of 15.
Increases the maximum value of the low-income household renters credit to $150 per qualified exemption for households. Adjusts and provides income threshold tiers based on filing status.
Appropriates funds for capital improvement projects in the 6th senatorial district, including extension of the Lahaina bypass road by the Department of Transportation; projects for Department of Education schools; projects for Department of Land and Natural Resources small boat harbors, boating facilities, and state-owned lands; and R-1 water projects for the Clean Water Branch of the Department of Health.
Appropriates funds for the establishment of one full-time equivalent (1.0 FTE) permanent position within the Animal Industry Division of the Department of Agriculture that shall find, solicit, and distribute grants for the control of feral game mammals.
