Establishes conditions for the importation of fireworks. Authorizes the county fire departments to inspect warehouses, piers, cargo, baggage, and personal effects of persons arriving in the State to ascertain if they contain any fireworks. Requires importers of fireworks to file a written statement with the appropriate county fire department. Allows the county fire departments to take custody and possession of and exercise jurisdiction over illegally imported fireworks. Prohibits the importation of fireworks except through airports and seaports approved by the State Fire Council. Requires each county fire department to establish and maintain a secure storage site for illegally imported fireworks. Requires that each county establish ordinances setting conditions for the importation of fireworks.

Establishes the Sustainable Food Systems Working Group within the Office of Planning and Sustainable Development to develop a plan for a more sustainable, resilient local food economy and to report to the Legislature. Appropriates funds to establish the working group, develop the plan, and fund an unspecified number of sustainability specialist positions within the Office of Planning and Sustainable Development's Statewide Sustainability Program. Requires the independent medical examination and permanent impairment rating examination of an injured employee under the Workers' Compensation Law to be conducted by a qualified chiropractor or physician selected by the mutual agreement of the parties and paid for by the employer. In absence of a mutual agreement, requires the Director of Labor and Industrial Relations to appoint a duly qualified impartial chiropractor or physician to be paid by the employer.
Clarifies requirements for film productions with production expenditures of $1,000,000 or more claiming the motion picture, digital media, and film production income tax credit. Increases the annual cap from $50,000,000 to $75,000,000 for the total amount of the motion picture, digital media, and film production tax credit. Requires productions to meet certain local hire and local vendor quotas. Expands the definition of qualified production for the motion picture, digital media, and film production income tax credit to include streaming platforms. Takes effect 1/6/2050. (SD1)
Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.
Establishes the Aquaculture Advisory Committee. Makes an appropriation. (SD1)
Authorizes the Department of Agriculture to extend the lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand persons. Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaii at Hilo.
Establishes the Hawaii Environmental Protection Agency. Transfers jurisdiction of certain functions and employees of the Department of Agriculture and Department of Health to the Hawaii Environmental Protection Agency.
Requires governmental bodies to obtain written approval from the Administrator of the State Procurement Office to cancel invitations for bids, requests for proposals, or other solicitations, or reject bids or proposals. Prohibits post-award remedial actions to be taken unless approved in writing by the Administrator of the State Procurement Office.
