RELATING TO PRESCRIPTION DRUGS.

Allows a patient seen in-person by another health care provider in the same medical group as the prescribing physician to be prescribed an opiate prescription for a three-day supply or less via telehealth.

RELATING TO AGRICULTURE.

Establishes a Local Agriculture Transportation Cost Reimbursement Program within the Department of Agriculture to reimburse eligible ranchers and farmers a portion of their costs to transport livestock, livestock products, agricultural commodities, and certain supplies, under certain conditions. RELATING TO THE GENERAL EXCISE TAX.

Exempts from the state general excise tax the sales and gross proceeds from sales of construction rebuilding materials for residential and commercial properties in federally declared disaster areas. Applies only to rebuilding materials purchased between 7/1/2025 and 12/31/2028. Requires a third party to issue the certification for projects qualifying for the exemption for disaster construction rebuilding materials. Sunsets on 12/31/2028. Effective 1/1/2026. (SD1)

RELATING TO TERMINAL ILLNESSES.

RELATING TO HOUSING.

Clarifies that the dwelling units eligible for the Rent-to-Own Program shall be units that are for sale in fee simple or leasehold on state or county land under a lease with an initial term of not less than ninety-nine years. Increases the time period that the sales price of dwelling units under the Rent-to-Own Program shall remain fixed from five years to ten years after the rental agreement is executed. Effective 7/1/2050. (SD1)

RELATING TO MINORS.

Authorizes a physician, upon consultation with a minor patient who indicates that the minor was the victim of a sexual offense, with the consent of the minor patient, to perform customary and necessary examinations to obtain evidence of the sexual offense and may prescribe for and treat the patient for any immediate condition caused by the sexual offense. Provides that the consent of the parent, parents, or legal guardian of a minor offender who has been committed to the Hawaii youth correctional facilities is not necessary in order to authorize hospital, medical, mental health, dental, emergency health, or emergency surgical care.

RELATING TO THE OFFICE OF VETERANS' SERVICES.

Appropriates moneys to the Office of Veterans' Services to perform its statutory duties, including maintaining a center that provides information, counsel, aid, and assistance to veterans, their families, and their dependents; and cooperating with federal agencies responsible for the administration of rights and benefits granted to veterans, their families, and their dependents. RELATING TO EMERGENCY MEDICAL RESPONSE.

No later than January 1, 2026, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in all state buildings, including all public schools. Requires DAGS to establish a Cardiac Emergency Response Plan and work with the counties to implement the plan into the counties' emergency service provider protocols. Requires DAGS to provide trainings on the use of automated external defibrillators and the performance of cardiopulmonary resuscitation for state employees and security staff of certain state agencies. Makes appropriations.
