RELATING TO VICTIM RESTITUTION.

Requires, when a defendant is convicted of negligent homicide in the first degree for causing the death of another while driving under the influence of drugs or alcohol, that victim restitution shall include financial support to raise the decedent's surviving minor children until each child reaches the age of eighteen, or until the age of twenty-three for any child who enrolls full-time in a college, university, vocational school, or trade school, in an amount to be determined by the court and to be paid to the person responsible for raising the children. Effective 7/1/2050. (SD1)

RELATING TO THE MINIMUM WAGE.

Requires the Department of Business, Economic Development, and Tourism's Research and Economic Analysis Division to conduct a comprehensive study to assess the impacts of minimum wage increases on small businesses and the overall economic health of the State. Requires a report to the Legislature. Makes an appropriation.

RELATING TO OVERDOSE PREVENTION.

Establishes and provides criteria for overdose prevention centers, including standards for the Department of Health to designate certain facilities as overdose prevention centers. Establishes an Overdose Prevention Center Oversight Committee. Provides immunity from state criminal prosecution for certain offenses for persons using a designated overdose prevention center and persons operating a designated overdose prevention center. Effective 12/31/2050. (SD1)

RELATING TO MEDICAID.

Appropriates funds to the Department of Human Services to provide Medicaid coverage under the Children's Health Insurance Program for income-qualified pregnant persons and children who are otherwise ineligible due to their immigration status.

RELATING TO GOVERNMENT.

RELATING TO EDUCATION.

Establishes the rounding up for teachers' salaries special fund, to be administered by the Department of Education. Requires electric utilities and county boards of water supply to provide an option for customers to voluntarily round up their bill to the nearest dollar or provide a specific contribution amount. Deposits the proceeds into the rounding up for teachers' salaries special fund. Appropriates moneys.

RELATING TO THE EXECUTIVE OFFICE ON AGING.

Establishes a temporary Medi-Medi Project within the Hawaii State Health Insurance Assistance Program administered by the Executive Office on Aging to assist older adults, Medicare beneficiaries, individuals with disabilities, and other underserved populations who may qualify for various low-income subsidy programs to gain access to their benefits. Requires the Executive Office on Aging to submit reports to the Legislature. Appropriates funds.

RELATING TO RETIRED TEACHERS.

Requires retirants rehired as teachers or administrators in teacher shortage areas or in difficult-to-fill positions to be paid at least the minimum salary for their experience and qualifications. Prohibits rehired retirants from receiving additional employment benefits. Directs the Department of Education to adopt rules to identify teacher shortage areas and difficult-to-fill positions.

RELATING TO EDUCATION.

Beginning with the 2026-2027 school year, requires the Department of Education to require the teaching of financial literacy to be included in the existing personal transition plan requirement for each student.
