RELATING TO VETERINARIANS.

Establishes the Veterinarian Workforce Development Special Fund. Establishes the Veterinarian Workforce Development Fee to support recruitment and retention of veterinarians in the State. Establishes the Veterinarian Workforce Development Loan Repayment and Scholarship Program to support qualified veterinarians committed to or currently working in veterinary medicine in the State. RELATING TO WATER.

Establishes a public trust purpose for the Commission on Water Resource Management. Allows the Commission on Water Resource Management to retain independent counsel. Repeals the First Deputy to the Chairperson of the Commission on Water Resource Management. Establishes the Executive Director of the Commission on Water Resource Management. Administratively attaches the Commission on Water Resource Management to the Department of Land and Natural Resources. Authorizes members of the Commission on Water Resource Management to be eligible to serve as chairperson. Requires the Chairperson of the Board of Land and Natural Resources and Director of Health to serve as ex officio voting members ineligible to serve as chairperson. Authorizes entities to whom an emergency order is directed to challenge the order under certain conditions. Clarifies the notification requirements and contents of declarations of water shortages. RELATING TO IRONWORKERS.

Prohibits any person from disassembling, dismantling, or demolishing iron projects unless the person has completed an apprenticeship program for ironworkers approved and registered with the Director of Labor and Industrial Relations. Establishes penalties. Requires the Department of Labor and Industrial Relations to adopt rules.

RELATING TO COMMUNITY HEALTH WORKERS.

Requires the Department of Health to establish and administer a three-year Rural Community Health Worker Pilot Program that enables community health workers to provide outreach, education, training, and navigation to individuals residing in rural communities in the State and address social determinants of health. Appropriates funds.

RELATING TO RURAL EMERGENCY HOSPITALS.

Creates a framework for the licensure of rural emergency hospitals by the Department of Health. Provides for the continuation of Medicaid policy protections for hospitals transitioning to a rural emergency hospital designation.

RELATING TO WIRELESS COMMUNICATION DEVICES IN SCHOOLS.

Requires each public school to implement a policy to prohibit students from using cellular phones and other wireless communication devices during school hours, subject to exceptions for education, health, and emergencies.

RELATING TO RENEWABLE FUEL.

Establishes the sustainable aviation fuel import tax credit. Increases the renewable fuels production tax credit amount. Repeals the: (1) cap amount of claimable renewable fuels production tax credit; (2) requirement that the tax credit be claimed for fuels with lifecycle emissions below fossil fuels; and (3) prohibition on claiming other tax credits for the cost incurred to produce renewable fuels. Specifies that the renewable fuels production tax credit can only be claimed for fuels that meet the certain thresholds. Adds an additional tax credit value. Clarifies that a taxpayer who previously claimed a renewable fuels production tax credit may claim another one for taxable years beginning after 12/31/2024. Clarifies and expands required information in the certified statement for the tax credit. Repeals the requirement that the Hawaii State Energy Office provide the taxpayer with a determination of whether the lifecycle greenhouse gas emissions for each type of qualified fuel produced is lower than that of fossil fuels.
