RELATING TO ENVIRONMENTAL PROTECTION.

Effective 1/1/2020, prohibits approval of new underground injection wells other than sewage wastewater wells where no alternative means of disposal is available. Effective 1/1/2025, prohibits approval of new underground injection wells in any circumstances.

RELATING TO CONTROLLED SUBSTANCES.

Requires a health care professional or pharmacist who dispenses any opioid drug to include with the drug instructions for disposing of any unused portion, along with a pre-addressed envelope or package that can be used to mail any unused portion to a medication disposal program in the State at no cost to the person to whom the drug was dispensed.

RELATING TO OFFENSES AGAINST PUBLIC ADMINISTRATION.

Amends the offense of unsworn falsification to authorities to include knowingly making a false statement, in oral, written, printed, or electronic form, to a public servant engaged in criminal, civil, or administrative enforcement activity pursuant to the public servant's investigative or inspection authority.

RELATING TO AN EARNED INCOME DISREGARD PROGRAM.

Requires the department of human services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program. Requires reports to the legislature. Takes effect upon approval by the governor and Centers for Medicare and Medicaid Services.

RELATING TO PARENTAL RIGHTS.

Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that a natural parent committed sexual assault of the other natural parent; the child was conceived as a result of the sexual assault by the parent; and termination of parental rights is in the best interests of the child, under certain conditions. Requires the family court to suspend custody and visitation, after proper filing of a petition and a hearing, to any child whose parent or legal guardian is charged for a sexual assault or other offense, under certain conditions.

RELATING TO LIQUOR.

Adds unlicensed sale of liquor as an offense for which property is subject to forfeiture and increases the grade of the offense to a class C felony. Provides an affirmative defense. Amends definitions of "organized crime" and "racketeering activity" to include the unlicensed sale of liquor.

RELATING TO THE HAWAII SCIENTIST-TO-TEACHER PATHWAY PILOT PROGRAM.

Requires the Department of Education to establish a 5-year Hawaii Scientist-to-Teacher Pathway Pilot Program to recruit, train, support, and retain qualified science, technology, engineering, and mathematics professionals as kindergarten through grade twelve teachers of those subjects in the State. Appropriates funds.

RELATING TO NOISE.

Prohibits the operation of refuse collection vehicles near or within residential zones except between the hours of 7:00 a.m. and 10:00 p.m. on any weekday and Saturday, and between the hours of 8:00 a.m. and 10:00 p.m. on Sunday and any state or federal holiday.
