Increases the amount of money available from partial public funding to candidates running for the board of trustees, office of Hawaiian affairs, to match the amount available to candidates running for the office of lieutenant governor.

Provides a tax credit to a taxpayer who trades-in a personal motor vehicle and purchases a new motor vehicle in the taxable year. Requires proof of off-street parking for a certificate of registration for a motor vehicle. Requires the director of finance to charge an additional fee for certificates of registration issued to an individual who holds three or more unexpired certificates of registration for motor vehicles owned in an individual capacity at the time the certificate of registration is issued.
Requires and appropriates funds for the Hawaii tourism authority to promote Hawaii's efforts to protect the environment, marine life conservation districts, and coral reefs and provide guidance on the dangers of sunscreens that contain oxybenzone and octinoxate and how tourists can help protect Hawaii's environment.
Requires elections by mail in any qualifying county, beginning with the 2020 primary election. Allows for places of deposit for personal delivery of mail-in ballots. Appropriates funds.
Specifies that, for purposes of emergency permits to alleviate coastal erosion in a conservation district, a land use shall be considered to be immediately threatened by coastal erosion that occurs within forty feet of the land use or that will threaten any structure in less than six months.
Requires the College of Engineering of the University of Hawaii to conduct a traffic study to identify ways to alleviate traffic congestion at the intersection of University Avenue and Dole Street in Honolulu. Appropriates funds for the study.
Exempts remote schools from the weighted student formula. Provides that remote schools will be funded based on categorical allotments that guarantee the funding of a minimum number of instructional and support staff positions to ensure that no less than minimum course requirements are maintained. Establishes a 5-year career technical education pilot program within the Department of Education to encourage students to study career technical education.
Establishes the Hawaii Vocational Training in Schools Task Force in the Department of Education to study the feasibility of creating vocational training programs in the department's middle schools and high schools.
Appropriates funds to the Department of Land and Natural Resources Division of Forestry and Wildlife to purchase heavy equipment for use on Kauai.
