RELATING TO TELECOMMUNICATIONS CARRIERS.

Requires telecommunications carriers to block calls to residential phone lines and personal mobile phone lines made from telephone numbers that do not match any of the telephone numbers of certain excepted entities as a means to curb scam calls.

RELATING TO MOTOR VEHICLES.

Requires an application for motor vehicle registration to include additional identifying information. Authorizes the counties to assess a fine against the legal or registered owner of a vehicle deemed abandoned. Requires the legal or registered owner to have up-to-date motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle. Requires DOT to implement records database linking driver's license, motor vehicle registration, traffic citation divisions, and motor vehicle control. (HB1234 HD1)

RELATING TO HEALTH.

RELATING TO AGRICULTURAL LOANS.

Establishes a five-year pilot program within the Department of Agriculture for agricultural loans that do not incur interest or require payments for three years. (HB1481 HD1)

RELATING TO ELECTRONIC SMOKING PRODUCTS.

Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Allocates a portion of collected excise taxes on tobacco products to the Tobacco Prevention and Control Trust Fund. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. (HB1574 HD2)

RELATING TO EDUCATION FUNDING.

Requires the Department of Education to contract with a consulting firm that specializes in school finance, particularly with respect to adequacy studies of public education systems in multiple states, to perform a study on the adequacy of funding for education in Hawaii. RELATING TO THE LICENSURE OF MIDWIVES.

Establishes licensure of midwives including scope of practice, professional code of conduct, continuing education requirements, and prescriptive drug authority. Appropriates funds from the compliance resolution fund. Exempts traditional birth attendants and Native Hawaiian healers from licensure requirements. (HB490 HD1)

RELATING TO DEFERRED MAINTENANCE.
